Things I've seen large organizations ban:
- ActiveX when it was the only way IE could make server call backs
- instant messenger, because it overloaded the network
- Opensource/Shareware
- Everything with an installer (.msi, setup.exe or the like)
- Accessing the internet (usually from the air-gapped network)
- Software as a Service
The bans stay on the books for decades.
