@neurobashing 50% of all soviet tanks & tank-likes destroyed and only 2 more years of supply left. The navy is either parked or sunk. The air force likewise is parked or shot down. The skilled infantry has been eliminated (i.e. human capital). (I got no info on experience, but I'm guessing the distribution of month of experience in the military is unfavorable, with the high fatality rate). Because of demographics, even the supply of unskilled infantry is running low.
