There is also a casual contempt for sending out legitimate emails that don't look like phishes. About once a year I get a govt/military email that
- has no names I recognize
- is asking me to follow a link to change password/etc

(contempt for *not* sending out phish-look alikes. I mean the IT staff usually doesn't care if their own email looks like a phish, so staff are used to being demanded to click on links in emails that look like a phish. I wish twitter had edit)
