This SAFe stuff is just Federal SDLC all over again. People outside of the software dev team do lots of meetings, the dev team ignores the process & tries to ship code in the dysfunctional environment they find themselves in. A processes' "teeth" are all the points where you are forced to make someone happy in order to move to the next step, i.e. to ship code, hire staff, add a feature, fix a bug, communicate with the user or client. Only the teeth have any impact, the rest is just paper work & ritual
