Is this true for all fed jobs, no one thinks to ask for portfolio?

I used to arrive at interviews with sample code/portfolio work (not bidding on federal contracts, just regular jobs at contracting cos) and I couldn't ever get anyone to look at it. (being asked to solve a programming puzzle, yes, lots of times)
