Agile & Waterfall are embedded in a purchasing methodology that has no awareness of agile or waterfall. I can't say I'm all that versed in purchasing methodologies & I went to business school. I imagine the purchasing folk know less about software methodologies.
Maybe software development methodologies should start including thoughts about $$$ so that purchasing/budgeting goals are aligned. Outside of the startup literature you never see devs talking about $$$.
