Leaving the liquor stores open is harm reduction. The alcoholics will start drinking cans of hairspray & so on-if they run out of safer alternatives.
If alcohol was a new product, it wouldn't get past FDA approval. Given endemic addiction & use, it is safer to do harm reduction.
