IDEA: If you get covid & if your phone could send to all the phones you got near a coupon for discounted time on a vent & increase sales at the hospital--the tech & privacy problems would be solved tomorrow. When co's can send a coupon society finds a way.
When adtech realized they could build a surveillance system to rival 1984, the CIA & the panopticon all in one & sell air fryers, they didn't have a long debate about privacy. They implemented it, it became a fait accompli & laws just smoothed over the rough edges.
