The CDC, like the Federal Reserve, needs independence from the Executive branch. Imho, the research & action parts of the org need to be separated.

I image the internal politics are all about getting papers published in journals & studies funded. Those skills are useless in overseeing a FEMA-like response to a national healthcare disaster.
