If the White House wanted to torture protesters, is there anything stopping him? It is happening in Belarus right now, I was curious about what gets in the way of an executive order to torture US citizens protesting the government.
I'm imagining it is like an "every dog gets its first bite for free" thing, where it would be taken to court afterwards, but the WH could still do the initial rounds of torture.
