Compiler finishes w/o warnings
Not tests:
5 person approval chain with no techies in the chain
Word doc "test script" with a signature that it "works"
Test dept whose unfamiliar w/the app tries it out
Process compliance audit (i.e. proof code works because requirement docs were created, approved, meetings held, minutes of meetings compiled)
