IDEs are free because large non-tech led orgs, private sector, gov't etc are unwilling to provide any sort of tooling to developers, let alone human staff experts. Copilot is $100, do not imagine that if you're a scientist that your org necessarily will give you a developer.
Oh but they did provide tooling! Free git, and Vscode and so on. Oh... free tools... that fit the budget.
