This "spend your social security money now for parental leave" is a crap idea.
Retirement plans make it hard to spend that money *now* because people will spend it all now if they can & then we'd have the problem of penniless retirees again.

It isn't like having kids keeps you from ever needing to retire, if anything, it makes you age faster. And the subtext here is that if you have kids, then those kids will personally take care of you through all of retirement.
