Python's packaging is a dumpster fire. After a few hours f'ing with pip --no-cache-dir I start to hate everyone in the tool chain who made this cluster f'k.
Missing:
pip is_the_cache_fucked_up && pip clean_it_out
pip use_this_pip_conf_dammit=pip.conf
pip --no-cache-for flake8
