We now have 2 government shutdown dates, Jan. 19--20% shut down, 80% shutdown Feb. 2.

So we got 4 outcomes
yes/no Jan 19th
yes/no Feb 2nd

And now all the agencies gotta figure out if they're in the 20% or not.

I'd predict that the 20% can just assume they're going to be shutdown for 2 weeks. Why would someone want to make a deal on 1/5 of the budget before they've seen what they will gain lose on the 4/5th?
