fwiw, I think this is a bad idea, agencies should explain how to responsibly use these things. I've seen activex for XmlHttpRequest, instant messenger, opensource in general banned & well, the bans didn't really stick. emotional hyperventilating aside, these things do have use cases, especially in IT.
