Effectiveness of efforts to do regime change
-may be overstated, esp with respect to psyops
-may rely on conspiracy theories (that there is a secret group running the world/causing revolutions via student protests, and you as a gov't or dictator can too!)
-when CIA wasn't ineffective, CIA didn't get the regime change they wanted
-Also Putin is a conspiracy-believing moron who thinks he's a Russian Soros, pulling the strings of the world's puppets

Long but fascinating

The British wanted to shoot themselves in the foot with Brexit. Russia just cheered them on.
The US wanted to elect whatever Trump is. Russia just cheered him on.

This is under the theory, you can't hypnotise someone who doesn't want to be hypnotised. Your mark has to be eager to believe your psyops campaign for them to participate, which makes you think the psyops campaign was more effective than it was in a universe without it.
