Optimistically speaking tho, the "Authoritarian Stack" is going to run into the same "modernization" problem that normies have been dealing with for the last ~100 years since the first Hollerith machines came online.
They'll spend a decade trying to switch everything to a new stack and will get punched in the face over & over by social realities. If being authoritarian solved all the problems in "Kill it with fire" then North Korea would be a tech paradise.

You can't just turn off all the old computers. Henry Ford tried to fire all the accountants (and did! they had to weigh paper to estimate costs and revenue!).
So you have to do a switch over and that will take years, multiple administrations. And end the end, in 2035, you'll have your nice 1984 machine ready to come online after just another decade of software development.
