"Finally, if the starting assumption from the agency leadership that brought you in—...is that the government doesn’t work because civil servants are stupid or lazy, you’re starting from a terrible position. You need to build trust with people to get things done. That’s hard when the message from above is contempt and when you’re under pressure to put out a narrative, both in the agency and externally, that minimizes the contributions of career civil servants."
